Meeting Highlights:
Attending – Selectmen Chairperson Cole, Selectmen Patch and Selectmen Frizzell
- Meeting Opened 6:35pm
- Heath Road Project – Project delayed until environmental impact is completed
- Tree Cutting – Residents questioned the tree cutting in West Lebanon and the coincidence that Chairperson Cole had a tree cut as well by the same contractor on the same day. Concerns were the commingling of Town and private work. Chairman Cole had obtained a separate bill for the tree work but there was contention over the details of the entire project and work performed.
- Commercial Hauler Using Transfer Station – Residents asked status of policy that was to go into effect according to a letter stating it would be done June 1st. Selectmen said they were working on it and would have later in the month. The Selectmen stated that businesses could go into to use facility, then they said they could not. Mr. Patch stated regardless of what is done that Mr. Hartford the Commercial Hauler could use it. It is obvious that the usage of the facility is being and has been selectively applied. As example Sky Dive New England is permitted to use it and they are a business and campground but Flat Rock and other campgrounds are not. Selectmen Cole stated he sees businesses in there. The residents primary concern is control of where the waste comes from and they felt that all businesses should take their waste directly to the Waste Management and bypass the Lebanon Transfer Station all together.

THE SELECTMENs MEETING on the webcam was interesting.
One thing I question, why not let the hauler that goes throughout the town and also makes people recycle, be able to take that to the dump? 1. It saves alot of traffic going through the dump if all those people brought in their own. 2. It saves many people gas money and time. 3. I don’t know how many customers he has but I do know that dumping his pickup truckloads save other people waiting in line to dump.
Aren’t we, in fact, saving time, money and less traffic at the dump by having him pick up. Yes, we are!
Maybe there is a way to figure what businesses in town should have dumpsters that go directly to Waste Management.
If, in a normal day, a place produces a garbage bag or two, that does not seem like it needs to have a dumpster.
Other ideas and input would be great on this subject.
I don’t see a problem with the hauler coming to the dump during DUMP HOURS. What I don’t like is the fact he is allowed in there when he wants from what I understand.
Also, what is good for one is good for all. I do have a solution but I doubt no one will listen, but here it goes anyways. Why not have 1 day set for ALL BUSINESSES to dump during hours, and not let the citizens in there if there is some confusion. Not sure if that would work.
Businesses were not allowed into the Transfer Station except for the commercial hauler.
According to the Selectmen in this recent meeting some business have been allowed but as you can see from the video there is confusion, there is no set rule..and that is wrong.
I understand the reduced traffic argument, but contend that the commercial hauler is operating a business for profit and by allowing him to use the town facility the town is subsidizing his business. He should simply take his loads to waste management directly. If he has to charge a slight bit more to his customers so be it. We are talking a minority of residents.
The commercial hauler also had a key to access when desired. This raises the concern of liability if they were to get injured. This was done according to Mr Patch because he was jamming up the works if he does it during normal hours.
Finally there is no control over the waste. As Selectmen Patch stated the hauler is a honest fellow. That may be true, but i have personally seen the hauler in Rochester early in the morning loaded heading for Lebanon.
When I asked Selectmen last year as an option simply have him haul it directly to waste management and have the town pay the fee. Selectmen Frizzell didn’t like the idea due to not being sure where waste comes from.
I don’t think a Town Facility should be used for private enterprise. It is the second largest expense to the town and we could be much more effective in managing our waste and access.
Now we’re taking Rochester’s garbage? Gee, I wonder if there were any good finds? Catch my drift.

I understand he does the community a service. but do his customers realize you are paying twice, once for him to collect the material, then again for WM to haul it to the Turnkey facility. On the money aspect yes he is picking up household trash but he is a for profit business. Cutting the number of yards he brings to the dump could potentially save the town tens of thousands of dollars. People will still get their rubbish collected and the town will save on the number of times a bin is hauled away. Example, say the commercial hauler makes ten stops to the dump filling two dumpsters; the town pays 300.00 for the collection of those dumpsters PLUS the tonnage inside. If the commercial hauler goes directly to Turnkey we only pay tonnage. $300.00 x 52 weeks in a year comes out to 15,600 dollar savings per year on trash alone not including returnables . Another problem with the key policy, doesnt this create unfair business practices by generating a monopoly? Any other rubbish haulers could sue the town for unfair competition laws regarding rubbish removal. These are all things for the selectman to think about and that is why I went to the meeting to show the level of confusion regarding policies at our transfer station. Just think about this before you say how much money the commercial hauler saves the town…….
If his prices went up because he was forced to take it to Turnkey, there is a good chance that people would take their own trash to the dump. So the cost would be the same…whether he takes it to Lebanon dump or he has to haul it to Turnkey and loses customers. Where is the gain there? Many people in town use him and have for years.

his customers delivered it themselves to Lebcity dump , the cost would be the same because it is still the same tonnage..and still has to be taken to Turnkey. no gain!
I believe the ones who should do the thinking are the ones that voted ronnie patch and bob frizzell into office.
I really have a problem with THEIR way of governing. They pay no attention to rules and MOST ALWAYS shows favoritism. It is all about you must do what I say. Whether it is right or wrong they will find a way. It’s just like when they know they’ve done something they shouldn’t have, they turn it around and say, ” but we are saving the town money. ” Come on, do they really know how they sound when EVERYONE knows the truth of the matter?
Are things going to ever change here? No one knows. We can only TRY and I say TRY to point out what things need work on. Whether they will pay attention or not we HAVE to keep trying…….
I watched the selectmen meeting video. They seemed to be against the campground because they do not know where the trash comes from. Yet they will issue a seasonal permit to people who come from out of state. How do we know they are not bringing their trash up? Another question is the town SOP States “SOP # 2 June 30, 2009
STANDARD OPERATING PROCEDURE
Subject: Transfer Station Permits
Purpose: To provide a procedure for issuance of Transfer Station permits.
Procedure:
- Resident stickers will be issued annually at the time of vehicle re-registration.
- Seasonal residents will be given a “seasonal” permit to be renewed annually, July through June. The color of the permit will change annually.
- Business vehicles not registered in the Town of Lebanon will be issued a “seasonal” permit only if the vehicle is registered to the business.
- New residents will be issued one 30 Day permit, then a sticker will be issued with registration.
- One day passes will be issued on an as needed basis by the Selectmen’s Assistant and will expire at the Transfer Station closing time on the date of issue.
All permits may be obtained at the Municipal Offices on Upper Guinea Road.

The part on business vehicles Does this mean if I run a Garbage collection business in Dover N.H. And the truck I used is registered to my business I can get a seasonal permit?
why allow skydive with open arms (even help unload their trash)but are against flat rock bridge campground? past selectmen meetings have our elected ones refusing usage by some businesses yet allow a commercial hauler to pick-up a businesses trash and dispose of it at the dump.it is now a week gone by and selectman cole has yet to post the usage of the dump to businesses in town until a policy is in place like he said he would do.selectman patch has stated that cars registered in new hampshire use the commercial hauler to avoid registering their cars in town,therefore the town losing thousands in revenue.
Speaking of nh license plates in town what are they going to do about that? They spoke about that several months ago but as yet have done NOTHING as usual……………..
they are looking into it!!!

I just got back from the Selectmen’s Goal Workshop. Should have the story and video up tomorrow…Been pretty quiet lately. it isn’t uncommon this time of year for things to slow down a little.
