Meaning, making one person pay for a permit and if your a local yocal NOT making them pay. No wonder our town is in such bad shape. I have a story about our road commission. A family called him out to look at a culvert that had been broken due to over burdening. When he got there he was told what side the culvert was broken and he bent down and looked ON THE OTHER SIDE AND SAID NOTHING WRONG WITH THAT CULVERT. Geesh what is wrong with that picture?
